According to the Texas Department of Public Safety website, the following is a list of child safety seat laws. An infant from birth to one year and at least 20 pounds must be placed in a rear-facing seat that is in the back seat of the car. For toddlers from 20 pounds up to 40 pounds, the child must be placed in a forward facing seat with a harness. Children more than 40 pounds and less than 4'9, should be placed in a belt-positioning booster.
